Say you want to build a 20 site PBN, you want each site to have at least 3 blog posts, plus the About Us, Privacy, Contact Us pages etc.
This all adds up to plenty of content.
If you're a seasoned PBN builder then you'll already have your methods for obtaining your content. If you're happy to share then please do.
The methods I've used are below and have a wide range of content quality. I don't believe the content on a PBN needs to have a standard as high as a money site, but it should still be readable in my eyes.
I've listed these methods in no particular order.

Personally I've only needed to use writers from these sources for my money sites. Though I know plenty of marketers will get cheap articles written from these sources. The only problem I see is there is a massive gap between the good and bad quality. Also if you want to scale your content, then you're potentially working with many writers at once.
-- HireWriters / iWriter --
I've used HireWriters a great deal for my PBN's. Once you get a solid template, with clear and structured guidelines, you can create many new jobs in a short amount of time. Generally you'll get a quick turn around on these articles. The good thing with HireWriters, if you aren't happy with the article you don't need to pay for it. Just fire the writer and your article goes back into the queue and a new writer will pick it up.
Grey Hat Pro Tip - HireWriters gives you a 25% bonus on your first initial deposit. So if you deposit $200 you'll get $250 to spend. This reduces your per article cost. Once your account balance runs out, open a new account and you'll get the 25% bonus on your initial deposit.

This is not something I've really spent time on, but I know plenty of guys are doing it. As content freshness can be an important factor for your PBN's adding new content on a constant basis is something you might want to look at. So you might use decent content for the initial site setup and for your money site linking articles. But then use spun content to fill out your PBN site and keep the freshness constant.
-- Restore Old WayBack Content --
This is something that I'm experimenting with at the moment. Essentially you're taking the old site from Archive.org, downloading the HTML and uploading it again to your new hosting account. Or you could be copying the old content and pasting it into your new WordPress site. Some close sources are doing this with great results so I'm experimenting with it myself and will provide a further update.
Obviously you want to make sure the old content is not still indexed and passes CopyScape. Restoring the old HTML sites can be painful at times as every site back in the day was built with different standards and technology.
You can use any of these tools for restoring old WayBack sites.
