Working fine in Eastern Europe. When you have such connectivity issues, you could try one of the following:

1. ccleaner - delete temporary files, history and so on
2. browser reinstall (firefox/opera/safari) with default options
3. do a traceroute from your pc / other route servers to see if a path is down - rerouted from you to the destination - you could use some 'lookup glass' such as the ATT router at 12.0.1.28 - telnet
4. contact paypal and inform them of the problem
