Is PayPal causing problems for anyone else?

it's running incredibly slowly, and throwing up errors every half hour.

Working just fine on my end.

Shouldn't you address your problem with paypal? No one here unless they're employees of paypal can answer you objectively.

I thought it may be a UK thing, or maybe something simple which I could do to help the speed.

If it's not working fine tomorrow I'll get in touch with PayPal.

If it's not your device then it's more likely to be the internet connection, perhaps a router reset might fix the issue.

    100% OK from Belfast NI

perhaps you need to clear with ccleaner and then reboot both router and your 2 systems.

    Save everything first though ;)
