Hello,

I have a US PayPal account. But I’m in Germany. I paypaled me the money without problems. But 3 days ago I always got the message : can’t make payment right know please try again later.
Messaged PayPal and know they want me get on the phone with them to make sure the transactions are not unauthorized.
What do I do know?

And if I just put in a VCC will it help me to send payments?

Did you by any change used another ip when you made the transaction?
 
If you are worried about calling them, and they figure out that you are not from the US

Maybe try using a friend for this or use fake details?

I'm also looking into buying a USA Verified Paypal account. Would like to know what type of problems I could encounter, this being one of them.

Hey, I found the solution all I did was add a VCC and boom I was able to send payments.
 
Call them, talk to them.
 
You need all 3 to verify the account.
Email
Phone
Card.

Bank is optional but my stealth accounts seem to last longer with bank account attached.

You made a bank account with fake name and address? How can that be done?
 
You just need to find a bank account they you can attach. Not always does the name have to match.
 
US PayPal require you to complete 2 of 3 following steps to raise your spending limit:
1. Link and confimr your bank account.
2. Link and confimr you credit card or debit card.
3. Provide your Sotial Security Number.

Without doing this your monthly spending limit is $1000. However PayPal can make problems for payments even if you spend less.
In your case: "can’t make payment right know please try again later." just follow the PayPal advice. Wait few days, then try again.
