PayPal is never working

Hey, so I was using PayPal but it got limited, I am not over 18 so I just let them close my account. Now when I try to create a new one and when I receive money from F&F and try to spend or send it to someone else I get this "Sorry, we aren't able to complete your request at this time.". I tried everything, using VPN, using clean browser etc.
Has someone experienced this? Help would be appreciated.

or if you verify it always with the same number they could've blocked your number
 
Where are you from? Its really important you play after their rules, otherwise they will suspend your account...and they are very likely going to do it.

I think it really depends on your country. For example I am from Germany and I have a german PayPal account. I never had any problem. Never got any limit, even sometimes I received 5k€ or more.
 
If you don't find the solution just call them instead of writing a ticket. It's better and faster, they will surely help you to fix that.
 
Footprints.

Read and learn about them.

PayPal, is still detecting you, and tracing you back to your banned account.

You need a proxy to start, or use some other internet connection that was not used on the old paypal account.

Most people use a dedicated VPS for accessing these accounts.

Make a new one with fresh footprints, but even so. It will eventually get limited/ask for documentation
 
I will try using a public wifi now
 
So I created an account on a public wifi. Got the money and I was able to buy, send etc. Is there a way to do something like this in home?

If public wi-fi works, you can try using 4G connection on your phone.

The system flag the transaction. Make sure it passes 24 hours before you trying to send out payment from the time you receive payment. But most new accounts having the issue for days or forever. If you still facing it after 24 hours call them up and they will reset the system. Only a few paypal staff can do this. Most of them didn't know how to reset. If you lucky enough speak with the right person in first call you can continue sending payment after that
 
You could always get someone 18+ to make a paypal under their name that you'll use
 
You can make a PayPal under your parents names with permission, verifying paypals is a big thing too. Anyone that puts false info onto any form of wallet is retarded in my eyes, I've had a good 3k USD locked due to stupid shit like fake names, VCC's and one from being underage. Yeah set up a PayPal under your parents names, verify it then move on from there.

Another bit of advice, any accounts you've had locked on PayPal are easily reopenable when you hit 18 and can verify yourself. You're gonna love that paypal limited you a few times when you hit 18 and can cash it all out

Just wait for 24 hours this 'sorry things' happens when your ip address is changing from a location far from your last login ip. This prevents hackers to send fund too fast that the owner doesn't have time to react when they see new login notification.
I use a couple accounts in one laptop, didn't even bother using vpn. Still working fine
 
may verify paypal at http://SMSPva.com > United States at first :)
the #s only valid like 3 > 4 days though if need additional sms
