So, i sold a website today and client sent me the payment via PayPal using his bank account. His paypal said that it will take upto November 16th for me to receive the payment.

I sold lots of sites before but never faced this much delay. Is it normal?
 
Well, it's fairly common, that's why you see buyers here asking for accounts without a 21 day hold on them:

Your payments may be placed on hold in your pending PayPal balance because:
  1. You’re a new seller with PayPal (whether on or off eBay) - It takes time for new sellers to build up enough history to demonstrate a pattern of positive buyer-seller transactions. By building up a history of positive selling activity, your funds may become available immediately.
  2. You have a “Below Standard” seller rating on eBay - The percentage of refunds, disputes, and chargebacks compared to sales on your PayPal account are key indicators of seller performance. Having performance issues increases the likelihood of received funds being temporarily unavailable. Working with your customers to prevent disputes and chargebacks will help avoid the delay in availability of funds.
  3. The payment you received may be considered unusual for your selling pattern - You may be selling higher risk items such as tickets, gift cards, consumer electronics, computers, and travel packages. An unusual sales activity would also show a recent spike in sales, a change in average selling price, or a change in business model or type of item being sold.

None of these is the case here man :( My PayPal has 50k limit, even yesterday i had a bigger sale. Something happened on the buyers end i am assuming. Not sure though.

Is it a stealth or did you call them? Perhaps @secondeye can assist you here. It's fairly common for it to happen with 'bigger' payments or payments from an account with a bad ratio.
 
I suppose it is a echeck payment. So, You have to wait for few days to clear the amount and it will automatically credited your account.
