My believe is that someone here can adjust his/her BST and start supplying the needed papers in order to get out of a negative PP balance.

If that doesn’t work just order a guest post BST and write a similar article like the BBC one and you should be good.

The only issue I see with a BST regarding a dead person's PP debt would be getting paid from said dead person.

Perhaps an executor of the estate or personal representative could be the payee but the debtor themselves would have a hard time inputting their credit card numbers, expiration date and cvv on the forms.
 
Mr Durdle said a member of PayPal's staff had told him there were three possible explanations:
  • a bug
  • a bad letter template
  • human error
  • we're greedy capitalists having monopol over online payments, give our money to cover out hole from credit fraud
 
Its the "This breach is not capable of remedy" that got me. So cold!
 
Call and confirm with PayPal support about this. Could be a scam as well. Do confirm it.

I do like how PayPal states it is a breach of the credit agreement to die, I will sign the credit agreement if they will help me combat death.

Well, it is easy to figure out the person's expiration date.
