I see that it is an Indian PayPal. PayPal changed the rules of game for Indian users almost 5 years back. You can only withdraw the balance in your PayPal to a bank account. You cannot withdraw it to a credit card or use it to pay further. Neither can you pay another Indian PayPal user using the funds. You got to withdraw to your bank account or just keep it locked in PayPal.
Withdrawal is seamless and just takes a day for it to reach to your bank account if there are no bank holidays in between.
If you have internet banking account then it is pretty much easy to verify it. PayPal do a small transaction from your bank account and after that you login to your bank account and take the transaction number (4 digit) and then feed it into the PayPal verification field. That is it and you are set without limit.
RBI or Reserve Bank of India have placed a maximum limit of USD 25k maximum that you can receive in your bank account per month. If more, then you need to take a foreign exchange fund receiving license for the same.
