They don't know the card issuer bank until you tell them, which you normally don't, when you link the card only and not a bank account. They don't know the belonging bank account number either until you tell them. You need to link the belonging bank account with PayPal, that's when they know the bank and the account number. Regarding to credit cards the only thing they know is the name on the card, the expiry date and the billing address.

You don't have to add a credit card for the bank account at all. Those two things are independent (until you link them). You can add a bank account without a credit card. You can add a bank account and its credit card (those are two separate processes). And you can add a credit card without a bank account. Not every card has a bank account, just think about the Payoneer card or other debit cards you can apply for online.
