paypal accounts linked to each other

This is part of the email that I recieved from paypal:

for your business are higher than PayPal is willing to accept. The
review showed your Account shares clear, unambiguous relationships to
multiple other Accounts under limited access. Accounts related to others
with poor service records are deemed to pose higher risk because
historically, the related Accounts have ultimately sustained higher
losses and contributed to higher levels of poor customer experiences.

how can I get a new account under my name?
I am moving in the next couple of weeks, so i'll have a new ip and address. will that work to have a stable account?

And yes i did have two other accounts that got limited, and there were some cases on them but each were resolved

use a different email and a different bank account and you will be fine with that.
I had 2 accounts running at the same time like this because i used it to load money fast instead of waiting for the 3-5 waiting period.

not a problem... always try be straight with paypal.. leave some money in there... and you will be fine. no limitations =D

could they link phone numbers?

Yes you need to use all new information. If you don't have another bank account the pre paid visa debit card will work. Go down and get a $15.00 pre paid cell phone and use it. Use new everything, don't let there be anything that can link you to a nother account. I have multiple accounts which link to none of eachother and they are all working just fine.
