You won't avoid them. Google decided to add it's low-search volume terms into that category a couple years back. It's all part of their "black-box" approach, where they want their advertisers to know as little as possible about the terms they actually spend money on.

Maybe it's because the actual volume isn't that much. Maybe they added this section just to confuse advertisers.

You can't automatically avoid these clicks. However, you can monitor the keywords from (Other search Terms) and add the ones that don't bring conversions to negative keywords. This way, your ads won't be shown for those terms.

Here's how to add negative keywords: https://support.google.com/google-ads/editor/answer/30553?hl=en

If you don't know what these keywords are, as they are all grouped together under "Other search terms", how do you know what to add as negative keywords?

Google has a threshold on how much volume a keyword has to have for it to appear in your reports. Everything that falls below that number is grouped into "Other search terms".
Right now there really isn't any way to see what those keywords are as far as I know.

One thing to avoid it is to add broad or phrase negative keywords.

For example, you might promote a gym and bid on keywords "new york gym". Even if it's exact match, when a few guys a month search for "new york gym fails", google for some reason thinks "oof that's def what they are looking for" and show your ad. You will get impressions and maybe even clicks from people who are looking for gym fails in new york. Since so few people are looking for it, it will appear under "other search terms".
Adding general terms like "fails" "scam" "review" "recipe" etc as negative phrase match keywords should help a lot (obv depending from the niche, come up with a unique list of general terms).
