ogads content locker

I have a website that offer paid file free download and I want to lock my files with ogads content locker. What should I write on the locker so that most of the visitors complete the CPI offers?.
Currently I am getting about 70 click and 3-5 app install by my 500 visitors. I think my content locker suck!
So far I am tried this:
1. Install and open one app for 30 seconds to download the file
2. Verify the Captcha to download the file (Captcha locker)

You could try something different. Allow them to download a password locked zip/rar file. And tell them, the password will be revealed to them once they complete a survey, giving them a link to your content locker. Might have better conversion rates.
