Try Groupons. Their users are mostly cheap, but good enough to get you started and get some basic traction.
Offer good discounts to locals, who actually live nearby and have a great chance of converting into your loyals (location rules)
Do giveaways on social media.
Hand out flyers.
Some of our local barbershops (Russia) have bars in them with beer on tap. Always nice to have a pint after/before.
