I have a joke and status website. I want to create a link building strategy, please help me, guys.

There are so many link building strategies out there but first use a tool like ahrefs to check from where have your competitors acquired backlinks. This will really help you a lot.

There's nothing greater than discovering & analyzing. There are limitless strategies which can be followed.
Try sharing some of the strategies first which you're following already so that someone can implement them. I'll say optimize your site first & discover the needful sources. Make a list of them & then check their stats using some tools.
Competitor Backlinks Analysis would be the most easiest & perfect task in this case. So first take some time to collect sources, check out what strategies your competitors are following then implement your site according to it. Limit your link building strategy to content sharing, social media, guest posting, some forum engagements, and also try to engage your site in relevant niche sites of joke or status posting etc. These would be optimal tasks for you I think.

Don't forget to start your own PBN as well - if cost is restrictive, then just create a bunch of web2.0 with very similar sub-domain names, and link them back to your own website, and that would do a basic job.
If you are able to register expired web2.0 sites, then these would be better, as they have their own old links that can still pass link juice to your own site.
Having an expired domain PBN would also be a preferred choice as well -- this can be a very good shortcut to get a PBN site up and running.

You will probably have quite a few of them so linking to them individually is out of the question.

I suggest you focus on homepage and maybe category pages with your links. Built up the authority of the website as a whole.

Get active on social media and image sharing sites. If they are text make images out of them. Link back to original if possible and use water marks.

With big enough social following you should get a few links naturally each share as people like to spread these things.
