Target low hanging fruit, and just understand that it will cost you a lot of your time versus some money. It might be better to get a second job to fund the project, as there will be an opportunity cost by doing it all on your own.

Fetching organic links with the help of original content takes time. Since the OP has no budget for link building this is the best possible way he can attract links so my suggestion for him is still valid. I had a website that fetched good quality links organically over the period of time so it works for sure.

I never said you will reach to the #1 position with it (it is not impossible too though ;) ), but you will fetch natural links for FREE for sure!

Online casino niche is extremely competitive. It may take even more time, even years, to build organic links.

@mmubeen8 shared a very good resource of free links, OP can give it a try too.

it MIGHT happen, but we are in bhw and building links is part of the equation. THat's just how things work man.

No one has years to work for free on some site that doesn't make money tbh.

Yes, you can probably rank for easy keywords with 0 difficulties even with forum links/social shares, but obviously not for high difficulty keywords.
However, OP wants to rank his pages without links, regardless of whether they're for easy keywords or difficult ones, so I guess it's possible to rank easy kws with quality content & social shares.
If the OP's target keywords are high volume, I agree with you @LuckyGamble he definitely needs backlinks to rank.

True. Even I build links for my projects for results (I have a budget). For this we are on the same page mate.

Since unfortunately the OP has not budget so organic links is the ONLY viable option for him.

If you have no money, you should have much time to find good blogs for free posting articles. It all depends on your interest and patience.
 
If you don't have any money to invest on SEO you can offer valuable articles to bloggers in favor for a good back-link.

yes there is a section for it here! be active and get free links. But choose wise don't go for all free links. Review their service before asking free copies and get which are good for your site.

The service provider too will analyze the profile to offer free review copies, they won't offer it for all in general.

But you are right, we have to be careful to avoid getting penalized from google.

If I wanted to target and rank in easy keywords, I would just do AI/spamblogs to rank for them with no effort.

I don't see the reward in creating articles for low hanging fruit that doesn't bring revenue...

Just buy backlinks and you rank ;)
 
Without link building it is hard to rank websites. Especially those websites targeting such keywords which will give decent returns. At such, you have to do other tasks to gather money for this.

Its very clear that you mean to say no use(Money) of getting ranked for those low difficult keywords, but the question from the OP is how to get links with no budget? @tiiberius is just trying to help him to start his experiment at free of cost.

I would personally go for quality even in this case but that's just me.

OK this sounds like an actionable advice OP could use. Since backlinks are out of question for them.
