Since the OP has no budget for link building this is the best possible way he can attract links so my suggestion for him is still valid. I had a website that fetched good quality links organically over the period of time so it works for sure.

Yes, you can probably rank for easy keywords with 0 difficulties even with forum links/social shares, but obviously not for high difficulty keywords.
However, OP wants to rank his pages without links, regardless of whether they're for easy keywords or difficult ones, so I guess it's possible to rank easy kws with quality content & social shares.
If the OP's target keywords are high volume, I agree with you @LuckyGamble he definitely needs backlinks to rank.

The service provider too will analyze the profile to offer free review copies, they won't offer it for all in general.

But you are right, we have to be careful to avoid getting penalized from google.

Its very clear that you mean to say no use(Money) of getting ranked for those low difficult keywords, but the question from the OP is how to get links with no budget? @tiiberius is just trying to help him to start his experiment at free of cost.

I would personally go for quality even in this case but that's just me.

OK this sounds like an actionable advice OP could use. Since backlinks are out of question for them.
