Nah, there's still room for people that want to start for free. Although after a certain level you have no room to grow without money, you can build a website and reach a few tens a dollars per month to buy links from them. The only thing is it's that it will take a whole lot longer to grow.

Nowadays creating a site is like opening a tiny asset, you need a capital to start it. Do offline work and gather some money and invest in your site, it will generate a passive income in long run.

i would just focus on page seo and write articles if u dont have the money... links is a must if u want to place high.
i would say: the better on page seo u have, the less you will have to spend on links later on. So, if you want to minimize the costs, keep writing articles, optimize on-page as much as you can. And when you can afford, buy links later.

What are you good at? Are you a writer? Why don't you write some excellent quality articles for your own website that will help others with useful information?
Are you a graphic designer? Why don't you create some stunning graphics for the articles in your site? These images and articles will attract natural links for sure. It will take some time but as you said you do not have money to spend then you will have to wait for this and keep working on it.

Focus on your keyword research for low hanging fruit, produce great content and inter link on your site to improve the UX but get people to the pages where you'd need links for usually.
