What is the best solution from an SEO perspective for creating a sitemap for a magazine and news website in order to avoid exhausting the crawl budget due to the site's large size and to ensure there are no issues with indexing new content?
(I have some old articles with great positions and traffic, I don't want to loose their positions by modify the sitemap.)

um, I don't think there's a correlation between sitemaps and rankings, you'll be fine if you modify the sitemap...
