how much relevance need to start a new site on a expired domain, also which matrices i should check before take any expired domain for start one new site.

Look for 2 things:

• Backlinks - ahrefs or alternative
  
• Domain history - archive.org

Link relevance is important (check backlink anchor text and page content), but you also want to make sure the site wasn't used for spam in the past.

look for
-EMD(hard to find so optional)
- trust score by majestic(<0.3)
-domain history-archive.org
-backlinks with relevant site
-if you plan to monetize with Adsense you should check is it banned by Adsense of not(https://ctrlq.org/sandbox/)
-check is there any google penalty or not (https://www.cuteseotools.net/google-penalty-checker/)
