on satelite 1 you get links a second level page as you call it
on satelite 2 you link to all second level pages.
from satellite 2 you link to money side
and from the money side you receive links and link to second level pages ....

thats a link wheel and will be probably punished.
these technics worked 2009 as you mentioned but are outdated.
