PerInstallCash or MGCash have what you're looking for depending on if you wanted desktop versus mobile.

Another way to figure this out is to reverse engineer popunders and analyze / test the destination of what networks they're using.

I'm using World Leads and Yeah Mobi for these kind of offers...they are good and paying on time...
