Negative seo and hacked my website

"Friends, I have an online store that once ranked first on Google for many keywords. About a year ago, my site was attacked, suffered negative SEO, and got hacked. I lost all rankings and fell back to page 5 on Google. With much effort, I managed to get back to the middle of the first page. However, after changing the domain, everything was lost again. The domain change was done properly and thoroughly. My site is on WordPress. I changed the domain because several sites, including Norton's website, reported that my domain was hacked. Now, do you think I should start a new site or do you have any solutions in mind?"?
 
Start a new website. Recovering old rankings will be difficult.

Got hacked -> You could recover the database with same domain and build more backlinks to rank again.

Negative SEO -> did somebody build backlinks with negative keywords or thats your assumption? If so, you could disavow the bad links and use same domain.

How did you confirm that a negative SEO was done on your website?

We identified a gang of three people who run these attacks from Noida (in UP, India) and Indore (Madhya Pradesh, India) using VPS from various providers through which they run their attacks.
