(need your help) Bot Website Traffic from Tier 1 country

For a special project of mine I'm looking for a way to bot/buy/Imitate website visits from a specific tier 1 country (France).

General: I need to generate around 2k visits (per post) for a few hundred blog posts.

Specification:
- Unique IPs
- From France
- Traffic spread evenly over a few weeks
- Real traffic look (visit duration, bounce rate)
- Budget per blog posts (per 2k visits) around $2

I would really appreciate any help, suggestions on how I can accomplish this as cheaply as possible!
