You may find someone selling vcc here around in bhw in BST section.Also it is possible to create an american paypal account without bank account just use us ip's to create a new one and get funds there for all transactions.

There are a few vendors on BHW and off who provide a AVS VCC (a vcc that provides address verification, as well as an expuse code). There is also the route of getting a greendot or similar reloadable prepaid card and using it for your PP verification.
