Need Some Freelancers For Help with SEO

I need some freelancers or an agency, which can do the following tasks: -
1) I will provide expired domains with history on archive.org as well as hosting, The freelancer just need to build the site from archive.org (static site) and also put a backlink

2) I will provide expired tumblr usernames or domains and the freelancer need to restore (if history is there) from archive.org or just make a blog where I will provide the articles

3) The freelancer should know the use of ranker X (will be provided by me)
