Need help from a Google Ads expert relating excluded Location issue

My Google Ads client who services the London area, sometimes gets calls from outside of London such as Glasgow, Birmingham etc. I have excluded these locations in the location tab of the Campaign. But my client still gets calls from outside of London and some very far away even tho we have excluded these locations.

Here is my selection for the location position:

Has anyone else experienced a similar issue and is there any solution to this?

Any help will be greatly appreciated.

Some "slippages" will occur, because if the user (searcher) is using a dynamic IP (residential or mobile) and he or she is physically in London, then sometimes he or she may be dynamically provided an IP of a place outside of London.

Ah I see, so you are saying that if a searcher is located outside of London but their IP address is in London - then the ads will show and we will pay for the click..? This is most likely the case when they use their mobile phones. Is there any solution to potentially limit this..?

Below are the full location areas we are targeting and excluding but strangely my client gets calls from Glasgow, Birmingham, ect which are excluded areas:
