Nope they’re no follow goo for click traffic which may indirectly help but won’t really expect wonders with it

its not blacklisted, you can still comment on related blogspot blogs.
It can give you traffic.
Also, if it would have been blacklisted, it is google's feature to include comments in blog Right. They would have removed the comment feature or html feature if they wanted to blacklist it.
If adding link in the comment is there then it is not blacklisted.

Ensure you don't spam a bunch of blog comments to your site, it is very risky and usually used for tiered link building. There are a few great diversity sellers here that will do some decent link building to boost up your link profile.
