One idea you can join amazon or eBay and sell related items or use AdSense

Here's what I would do

1) Find a list of sites that list scholarship sites / job sites
2) Ask to get listed
3) Find blog posts that list out scholarship and job resources, ask to get listed

It's all about outreach

Your only investment is your TIME

Make sure your site looks LEGIT and PROFESSIONAL though

Of course u can but it takes time and effort and very professional looking job site. Most job sites does advertising to get traffic and it works because people are always seeking employment
