Need advice on how to find clients for web development agency

Hi,
I've started a digital agency focusing on web development. I am having a hard time finding clients. So far I have tried linkedin connecting and cold emailing but they have come off as spam I think. My partner has found success with word of mouth and using local noticeboards.
If you have some advice to share, I would appreciate it very much.

There are a lot of Internet Marketing groups on FB and I am sure if you join them, interact without being promotional, you can eventually get business.
 
You need to have a solid portfolio to showcase to potential clients.
Use github to your advantage to build a solid public profile with worthy open-source contributions.
Approach local businesses to see if they need a web app, you can use gmb, face book pages to connect to these.
Focus on creating in house products that is demand, this could be a SAAS, or something like a custom CRM tool.
Keep lurking on freelance platforms like upwork for relevant projects.

After you meet the requirements of a premium Jr VIP member on this forum you can upgrade and open your marketplace thread.

I was thinking at first, we approach small mom and pop shops with outdated/no business site. I didn't end up trying to cold call any of them cause I thought that those clients probably wouldn't be interested in a website anyway.
I'm trying to avoid freelancer sites cause I'm interested in building a brand.
The open source aspect is cool but I just don't think the clients that I'm targeting i.e., business owners, people who need portfolios etc., know anything about github.

You think & assume a lot.
It may not work but you never know unless you give it a try.
I just shared all those points from my personal experience that has worked for me or someone I know.

And anything that's overcrowded or saturated is potentially something that's working.
Looking for easy ways wouldn't satisfy long term goals.

-Social media marketing. Twitter, Facebook, LinkedIn, and Instagram.
- Check around your local area (within say 500 miles) and attempt to contact them about a redesign. You can try the 7878 method as well.
- Buy a leads list & have a mailer run through the list & send the emails out.

Rn, I'm manually searching through local businesses in one of those "support local businesses" type sites and seeing which businesses don't have a website at all.
There are alot of websites that are poorly optimised but I don't feel like I have the testimonials to take on those type of work.
For communication, I'm cold DMing them using my personal facebook account in a casual way cause previously, I think I was too spammy.
Yes I have a portfolio with 6 sites, on the main site but its more like 3 handmade sites with my partner and 3 that I ripped from a JS framework "demo" page.

There is a marketing club so I'll join one of their upcoming events to gain some knowledge. Their events look like they start off with a speaker from the industry and then turns into a social.

Do organic SEO
Share knowledge regarding your business via videos, reels, and shorts
PPC you can do locally in your area.
Do something New, Something Different, Unique, creative to attract Clients.
