Please let me know if the following can be done and how much would it be.

My client has a fan page with 2000+ fans and they would like a custom tab created where they want to give free tickets to a winner weekly. The person who suggests the most friends to this page gets to win the free ticket.

So this page will have to show all the friends of the fan when he / she arrives on this page so they can suggest.

You can't get the number of how many friends an user has invited. What you could do is generate an unique URL for each user and then count how many users came from that URLs. The problem here is that the users will only be able to pass this url around (like in status etc) and u would probably need an application for this.
 
I think this is again facebook TOS, I think I read something about you can not motivate people with gifts based on invitations... Im not sure, but please read the TOS

Not in the way the op wants I'm sure, but you can with the friend-selector. Just thought i'd throw that out there.

Your unique url idea is good tho bbrez1. The news feed is where the viral magic happens imo :D
