I agree with this also.

You definately want to get backlinks from relevant high pr sites. The more relevant and higher pr you can get will always be better.

1. the best backlink is from a relevant high pr site that's ranking well for the same keywords.
2. next best is from a relevant site with lower pr that's ranking well for the same keywords.
3. next would be random high pr sites unrelated to your keywords.
4. least effective is random sites with low pr unrelated to your keywords.

Just a few of the #1 type can have a dramatic positive effect on your placement in the SERPs.
Too many of the #4 type can actually have a negative result for your website.
