make good link profile with same domain and Google will forget bad ones. new domain will be waste of time.
 
I'm not sure if this guy knows what black hat or white hat is. He probably paid one of you for 50 social bookmarks and thinks he is engaged in the dark arts...

I think we need to know more about his site and what he was doing, if he was doing some real bh stuff he would know the answer to this question...
 
I don't see why you want to start with the same domain.

Google won't drop the penalty. Just move on.
 
Lot's of unfounded responses in this thread saying ditch the domain, site is screwed, etc. Speaking from plenty of experience, and even relying on Google's own public statements, I can say with 100% certainty that manual penalties (aka manual actions) do expire. Even deindexed sites do come back. Before anyone wants to spread more false information, read what Google has stated at:

Just to touch base here in this long thread -- I hope these aren't things you've already covered (lots of good feedback is here already). If your site receives a notification of web-spam or manual action in Webmaster Tools, then that will be due to a web-spam review and manual action that has been taken. While manual actions will expire at some point, I would strongly not recommend sweeping them under the carpet and hoping that they go away on their own -- at least if you're interested in having your site be optimally represented in our search results. Even when a manual action expires (which might take quite some time), if the reason for the original manual action is still relevant, it's always possible that the manual action is returned later on. In my opinion, if you're aware of issues that are negatively affecting your site's performance in search, and if its performance there is important to you, then resolving those issues is often a good use of time.
 
its funny after all this penguin crap the sites i have done nothing with , that have a default wordpress theme seem to outrank the sites i have spent year working on, also the sites that i created and did NO off site seo for, came up in ranking.
 
Yes the best option is start from the beginning.. You must now follow the guidelines of google penguin so that your site will now loved by google.
