i dont know... all of my ads(three ads) running and alrd cosume 10% of my budget.
but it suddenly said that i breaking their TOS..
what should i do now?

file a dispute maybe with facebook, and ask them what you violated.

how to file a dispute?
1 ads i promote my website via fanspage its alrd running for 4 days.
2 ads i promote post, and in the morning my id get banned

I think you can get it back, because the balance was not used.
i saw a lot of people can get back their account fb ads balance....
do u ever saw a person who get a refund from fb ads account?

if the money was not used yet then yes you can get it back. But if the ad was ran i think you cant get a refund
so there is no way i get the money and used it.. if my ad account still disabled?

You might have promoted cpa offer. Which is against fb terms.
