Movie Site Questions

I had an idea about creating a fake streaming site, where it appears you will be able to watch movies free. but they are really just pictures. I planned to monetize with a content locker, and drive traffic from youtube. will I be in trouble with my cpa network for copyright infringement? I wont actually be showing any movies so I wasn't sure if that was still violating copyright, thanks for any help you can give me
 
Also, if there are any movie site affiliates that pay for email submits I would be interested in hearing where I can find those
 
I know a bunch of people that do this and I still think it's profitable. I might actually go this approach in the future when I want to be extra safe to leave sites to get a recurring income for set-forget. Currently, I'm dipping my foot in DMCA waters to test the market.
 
If you are going into movie niche, I recommend you going with Ad-center.
They are paying on time, high rates, and ready landing pages I guess.
 
When I sign up for a content locker it says "Content/Downloads/Images/eBooks, and other rewards which are locked by the Gateway must be delivered immediately after the user has unlocked the Gateway. Publishers are responsible for ensuring that users are NOT mislead. does that mean I can not do my idea?
