For anime sites start with Ezoic or AdSense (if approved), they’re easier and legit to earn with.

I could not find mobile ads advertiser I can register on, I love to have specially mobile games ads, especially my audience are young and play mobile ads a lot .

try ogads. they have multiple mobile apps and games. you wont be able to select specific game or app to show But if your audience is from tier 1 countries and mobile it is best option.

PropellerAds – no traffic requirement, fast approval, lots of formats (push, pop-under, banners). Works well for international/mobile heavy traffic.

ive been running anime streaming sites for about... 5ish years now. adstrerra, galaksion, propellar(monetag), lospollos, theyve been working for me for years. tried a few others that pop up and then disappear, but i dont know why youre struggling. maybe you got something on there thats abnormal?

With that kind of traffic, bans and zero CPM usually come down to ad format or geo mismatch

Try Adsterra, PropellerAds, or AdCash first — they are easy to get approved and work well with entertainment traffic. CPM won’t be huge, but they usually give stable earnings. Once traffic grows, you can test Media.net or native ads for better quality and trust.

Ezpic rejected my site due to contents quality (I guess they don't accept anime websites), Adsense I never approved any of my other websites .
anyway Adsterra Pop-under ad unit was the only one that give me ~$0.50 CPM from all advertisers I used,
even though their impression lower than my website real data I got around 3900 impression yesterday while they're shown only ~2400
All others methods banners in-video Notification Interstitial were given me ~$0.03 CPM.
Myadcash aggressive ad/pup-up only other one give me $0.16 CPM,
I tried their in-video ads and generate no revenue (it was working i tested it)
AdVertica from time to time I got sometime $0.20 to $0.40 single CPA revenue but that random and CPM still around $0.01, I really don'y know how their ads/offer works.
and from their aggressive push notification I'm getting $0.0013 per Subscriber (that's steal from me )
I know what should work for me better is contents locker with good (not scam) CPI platform offers (90% of my visitors from android phones), I read that OGAds good at that but they rejected my application.
Or else I create app that's uses unity ads.

How about creating your own push notification users base ? Once user is sign up for your push notification send them daily notification for cpa / cpi offers ?

Currently I'm developing PWA app for my website, i'll target visitors from google search to build strong user base,
After that I'll look into how to implement my own push notification,
The problem here I have zero knowledge in how to monetize using CPA, CPI may work but I need to implement method to force the user to looking app installation page first (I'm still noob regarding this market), CPA marketing is huge field and I need to learn more about it

Even if you do not monetize your push subscribers you should start collecting them if you want something easy try onesignal free version. custom firebase will be better But you need to look few videos to get it working.
