Monetizing Anime website, which network is best?

Short answer: Ezoic (if approved) or AdSense first, then Adsterra and Mediavine as strong alternatives for anime-type content.

Media.net never accepted my application, PropellerAds banned my country no hope using them since the require KYC,
for AdSense I was getting at least 5$/CMP on other generic site, as I said Adsterra Pop-under was the only one worked for me and I gout around $.50/CPM which is good compare for the region I'm targeting. I'll test Exoclick video ads and see how it will do.
Lastly TBH I wished I worked on adult website from the first place, I'm 100% I'll monetize it way better than Anime.
