Monetization not available

When I try to monetize my video, it says that my country isn't available for monetization. But I've been wondering, if I would be able to monetize my videos if I'd change my country to USA or UK or some other country which has this option?

Sorry for double post, but I've just watched a video on how to enable monetization in other countries and the person did the exact same thing that I was thinking about (he changed his country). And he even received money from Google. But is that even legal?
