admob is pure CPM - pays for display
CPM alternative:
-propeller ads (needs to run in system browser)
-thousands of CPM networks for websites
Rest of Android networks like startapp, appnext are focused on CPI, where CPM is small % of your revenue

Bunch of apps on google play display ads outside the app , most of them are " lunchers " , you could try to reverse engineer them and inject your own ads it works
