You can also connect using hotspot on your cell phone. After few registrations just reset your 3g/4g connection.
However, always check what's your IP after resetting router/mobile connection, just to be sure that you didn't get the same IP again.
4g networks usually have less IPs to serve you.

Anything over like 28+ PA and lots of RD/Backlinks etc.

PA27 is that starting PA for any tumblr. They either have PA1 or PA+27.
And they can go up to 45, although most are in the range 27-40.

I have literally only ever found/got one PA27 tumblr. Most common seem to be 28 + 30PA for some reason.. but as @mindmaster said:

I rarely bother registering anything below 33, not because they are not worth it (take a look at the quality of backlinks), but because I manage to scrape better ones.

However, anything above 30 (I also look at MOZ rank 2.5+ for filtering purposes) with nice backlinks (that will not get deleted) can do the job.
