Try using a card from a different bank or a virtual card. Sometimes Meta's payment system flags certain issuers. Also, clear your browser cache or try a completely new device or IP. If it still fails, contact support, their system might be glitching

I’ve seen others run into that. Sometimes it’s a billing region mismatch or Meta flagging the payment method. Try using a card tied to the account’s country or wait a bit and retry.

If you are requesting meta verification from a country that doesn't support it, it may not go through. In that case, use a proxy from a location that does; have it go through, then you can unlink the proxy and use the account as you would.
