Meta Specialist need for lead generation

I’m looking for a Meta ads specialist who can help with lead generation in the HR and overseas jobs niche — specifically targeting people from India and the Middle East who are interested in working in Europe. The Ads have to be mainly forwarded to Whatsapp !

My previous Facebook and Instagram accounts were suspended (work on it to get it back), so I need someone who can either create new ad accounts or provide access to rented/managed accounts, and also run high-converting campaigns.

The person needs to know how to workaround and work by his own.
