There are still cases where I get approved normally after requesting. Total camp rejection is rare and just delete and relaunch, why not try when there is still a success rate?

I think you can use the old account, have some spending history and create multiple camps - change the content

Simply changing your page, domain, or account won’t help if your ad continues to go against Facebook’s policies. Instead, focus on improving your content, consider using a bridge (intermediate) landing page, and start with a low budget. If your ad still gets rejected, your content or account may have already been flagged by Facebook.

There doesn't necessarily have to be a reason. Sometimes Facebook blocks and rejects adverts due to an error. Unfortunately, this is something you have to put up with. I would recommend that you just get a new good quality account and start from scratch. That way you'll get results faster rather than having to sort out the problem.
