The GSA guys have a whole suite of tools available but it looks like you are talking about SER.
Not sure if back in the day they intended it for tier 1 links but you could use it for tier 1 with proper settings... today not so much.
As to tier 2 and tier 3 links it is still a tool that is effective and one that one should have if they do not have something similar and are building sites on a regular basis. If your site and link building is minor you can find good outsourcers for that.
BTW, I have several copies of GSA SER and use them on a regular basis.

Good question thread. I've wanted to know the same thing, although I'm curious about their whole suite of tools.

I intend to learn the software & am thinking about trying my hand at churn & burn campaigns as well as PBN link building.

SER, when used properly with the right settings, is a very solid tool for tier 2/tier 3 links. Once cannot just start it and run as if you do not set it up correctly you'll end up with a bunch of links that have zero value and just waste time.
It is pretty common to see people do that though and proclaim they got 100,000,000,000,000 links but 99.9% of them have no value in your backlink infrastructure.
A solid list, which you can buy or generate yourself, is essential to get the value out of the tool and really has been for several years.

I'm using their indexing tool + content tools also, and some updated lists through list providers, all good but tire 2 links.

That lines up with what I've seen from linkbuilders/SEOs that seem to know their stuff.
Now we're talkin! I could use a point in the right direction on that note.<-----(Pretty sure us new guys ain't allowed in the store for a 100 days)

I m fr from since a long time from blackhat side of things but, want to get back in it/ Can You tell me is that You mean no more we can rely on automation tools for back link bu'ld'ng_ To basically say blackhat is not blackhat anymore- right_
Take it as a question computer asks a restart for it to write properly
What i m trying to say is, i need a greater perspective about working automation tools in 2020
that What works and not due to my bugdet is limited and i should be highly caryful what i spend on.

I would say it's not amazing as much as it used to be but yes. It still is the best choice to set up a campaign and totally forget about it for tier 2 or pretty much to any backlink for tier 1

Not a hardcore user but it is indeed gives me answers when I have a problem like, 'what am i suppose to do with those tier 2s'. This is not a tool for valuable work but it is something that you can use to blow a larger number of backlinks with in a few days and weeks or to pass a little bit of linkjuice
