For expired domains - yes - penalty for content is rather easy to be lifted as you wont be using any of the old content anyway. For live website however usually the penalty is for links and there the things are rather tricky - you have to disavow a lot of links, but not overdo as then you better start over..

Hello Mate any update recently, I got same manual penalty and guess this because of low quality content which generated from wordai to my PBN, Let me know if you able to recover the penalty,
