The Ahrefs is trying to say nicely you buy 15 backlinks from different domains and now you have 1,which I guess actually is from a website scraper.
Usually that happens with shit links or easy to get, they got deindexed sooner or later.

When you buy backlinks there is no guarantee of how long they will be alive. There could be a number of reasons why they are dead, the seller no longer wants to maintain his network, or may maybe the network was deindexed from google and there is no reason to keep it alive. It happens all the time.
So why you would buy expensive links then?
You buy them to improve ranking (I think you know that) but there is always some risk that goes with it.
I understand you, but was more asking like why I should buy expensive links if there is a chance they will disappear someday soon.
Well, you buy them and hope for the best, nothing lasts forever
. Websites go out of business all the time, look at a site that's selling expired domains, hundreds of new listing every day...

The whole idea is you buy links earn money with index position.

Yes, there is possibility of backlinks loss, check deep with tools, and try to recover the possible ones.

Of course, even high authority sites remove backlinks after few years. So, track the backlinks you've built with sellers so you can contact them.

Their site strength will get reduced, so they delete backlinks from old posts or converting them to nofollow in some cases.
To get rank your main kw an ROI so fast, then you can buy another link again. That's common when you buy some link. So that's why you should build your own network.
