@ShaNi from Red-proxies.com and thought I'd share it here just in case someone could benefit from it. I trimmed it down a little for convenience.
1. How is it possible for ISPs to sell out residential IP addresses to proxy providers? I understand that some ISPs don't allow this.. so why do you think some allow it and others do not?
2. Is it just as likely for ISP proxies to be banned, as regular DC proxies?
3. Do most ISP proxy providers do the same thing as you?
4. Are ISP proxies detectable in other ways? Or completely look like residential proxies?

Your point 1) ans : not single ISP allow or give you big ips space for proxies .. all ISP providers give you /24 range or maximum /23 range for servers connectivity

point 2 ) ans : every type of ip banned able , if you very badly use them . that is depend on usage of ips ( proxies )
point 3 ) ans : Yeah . every ISP provider announce their own ranges or lease from brokers .after they announce on ISP circuit .after geo update ips will show ISP ips .. ( residential is rare not easy ) but mostly announced ranges will show ATT - sprint - cox etc
4 point ) ans : as we said you on the above .. if you announce own ranges on ISP cellular ASN then your ips show residential .. there is different between cellular ASN and business AS
every ISP charging very high $$$$$

Interesting. Thank you. So an ISP has the power to announce their IP addresses as ISP IPs.

To put it simple: Only Internet service providers can make residential IP addresses. You then buy them (254 in a /24 range for example) and then connect them to a data center. When you announce them (so it works in the network) they are still residential IP addresses of the ISP (verizon, att) you bought them from.

Okay, it's very straightforward really.
Just expensive.
And the main benefit is to have the 10GBps+ speed, and have a residential IP address.
It just seems like so much work to get some advantage over sneakerheads who use residential proxies.

ISP services are headache
1) Most important . if you're planning lease ISP line : you have arrange ranges for ISP port
2 ) hardware . you must arrange hardware for the ISP port to connect this port .. for example . you want my port in VA - Ashburn - then you have to find dc to lease or buy servers
3 ) Cross connect . that is easy . ISP or dc will handle cross connect
