if an account is opened as "a business", later they want you to give them your legal business information youve registered as a business with, legally. if this is the issue and its not a real business entity, you have to contact them and they have to change the account back to personal, you cant do it yourself

Google is making verification harder than previous, Specially when you are using USA account, Google want to verify multiple time. At last point they will ask Live Video Selfie for 5 minutes.
If they ask this you will not by pass it. So try to use other country account.
