With that blacklisting the banks on customer side can restrict the countries (and banks) who are allowed to charge the cards of their customers. So even if you find a reliable payment processor in an offshore tax-haven, the decline-rate of your charge-offs will be more than 60%.

The only way to process high risk stuff these days is through crypto. Many wallet-providers like exodus give their clients the possibility to top up their wallets via credit-cards, so we have an indirect access to credit-cards as well.
