Well obviously they figured out that I'm selling iptv, even thought I tried cloacking but the redirection website wasn't good enough
we're now at $5000/month on good months, but we will be scaling in September

3.5% chargeback rate is very high and beyond most high risk processor's acceptable threshold of max 1%.
You need to reduce your charge backs to under 1% for any cc processing.
Hey, I'm still struggling have you found any payment gateway yet other than PayPal? I do 1-4k per month in iptv just as you do but I'm still looking for payment solution

in this cheap volume you can't survive to run high risk payment gateway .you have to increase your volume or stay at low risk payment gateway. Go for percentage with some PayPal agent company. they will provide you various business PayPal.

He's not lying though, if you want real deal solutions with favorable terms you need history of volume
Any alternatives ?
you have to use stripe/paypal and other aggregate solutions and gain history for like 6 month-12 months and maybe some of the big guys might take you seriously

You didn't mentioned its Unlicensed IPTV so Basically you are exposing the PSP to lawsuits if they won't close you when they find out.
What plugin you were using?
The one we use redirect to stripe or paypal custom payment page, thus causing no issues
or else rent accounts with a reputable company
your volume is too low for IPTV.
