Looking for a GMB expert (home services)

I want to develop a network of lead-gen GMBs for 2 specific niches (both home services). I'm looking for something like having 1 GMB in each major US city to get leads from. I'm not very familiar with the process of creating/managing GMBs, so I need help:

1) What do I need to create a GMB location? How does address verification work nowadays?
2) Do I need a separate website for each GMB? Or can I use 1 franchise-like website with pages for each city?
3) How do I rank the GMB, how do I manage it, how do I upload content and what kind of content is best to rank the GMB.

Short things short, I need a full-scale guide of creating, ranking, and managing a network of home services GMBs.

Or... I need someone who can create, rank, and manage the GMBs without my input. And then:

1) Either rent me the GMBs
2) Or work as a full-time employee (payment/salary options to be discussed, but definitely based on the number of leads and each location's efficiency)

1. You can go for Postcard-based verification if you have an address in those cities. If not, you need to go for verification without a postcard.
2. You can opt for both. The only risk with one website and various city pages- if one of the GMB gets suspended, it might (or might not) impact other GMB's. However, i have seen people employing both the approaches with the success
3. You need GMB management(regular GMB posts/photos/videos) and optimization(backlinks, citations, cloud stack, etc.) service.
